The First Taiwan-Japan Semiconductor Forum Expects Taiwan and Japan to Divide Work to Build a Semiconductor Supply Chain

In order to strengthen the Taiwan-Japan semiconductor and innovation ecosystem, the first Taiwan-Japan Global Semiconductor Strategic Partnership and Innovation and Entrepreneurship Forum was held on the 11th at the University, which also echoed the University's determination to promote "semiconductor nanotechnology and biomedical science and applied technology" with Hokkaido University, Kyushu University, Kumamoto University, and Northeastern University in Japan.

Invited to give the opening speech, Minister of Economic Affairs Mr. Kuo Chih-hui spoke on the topic of "Taiwan-Japan New Type of Cooperation, Creating a New Era Together". Mr. Kuo pointed out that Taiwan's semiconductor industry is a leader in the global market from upstream IC design, midstream foundry to downstream IC testing and packaging, and that Taiwan's rich experience in park construction and management has been achieved through the government's all-out efforts to build a science park model and the 2+4 semiconductor talent program supplemented by the semiconductor schools in tertiary institutions.

Mr. Kuo emphasized that the Ministry of Economic Affairs (MOEA) will make short-, medium- and long-term plans to master Japanese laws and regulations, as well as tax and park management systems, to help Taiwanese companies in Japan to realize the benefits of industrial clustering and solve overseas investment problems. He expects Taiwan and Japan to work together to build a semiconductor supply chain, deepen the economic and trade partnership between the two sides, and strengthen each other's economic security to create a sustainable future.

President Chih-Hung Lin pointed out that the key factors for the success of Taiwan's semiconductor industry include advanced analytical technology, continuous investment and evolution, data management and analysis, and the creation of diverse upstream and downstream supply chains and application services to continuously create new business opportunities. Taiwan used to talk about collaboration with Japan, but now we are talking about co-creation. Moving from collaboration to co-creation means that the two sides are not only sharing resources and capabilities, but also exploring and realizing innovative solutions together, moving from a simple partnership to a deeper level of co-creation of new values and results. We look forward to the future of Japan as a "manufacturing center" of Taiwan. We look forward to Japan becoming a strong partner of Taiwan's "manufacturing as a service" strategy in the future, and using Yang Ming Jiaotong University as a base to develop a "Next Generation University Technology Alliance" between Japan and Taiwan, to jointly cultivate human resources with technological, creative, and humanistic qualities, and to bring a new power to the global sustainable development.

Mr. Ching-Yao Huang, the founder of the Industry-University Co-Innovation Division, pointed out that the semiconductor industry is at the core of modern technology, driving progress in various fields, and that the creation of eco-systems is the key to fostering startups and accelerating the transformation of creativity into impactful solutions. He looks forward to this forum to create development strategies and promote cross-border cooperation for the benefit of Taiwan, Japan and the global community.

This forum was organized by the University of Taiwan to introduce the global startup ecosystem and Japan's projects, and both Taiwan and Japan shared their industrial and academic perspectives on topics such as global semiconductor trends and Taiwan-Japan cooperation opportunities, strategic planning for semiconductor science parks, and the role of universities in the startup ecosystem. At the same time, the conference also focused on how to establish a Taiwan-Japan alliance through cross-border cooperation, the framework of industry-academia cooperation, cross-border cooperation models, cooperation planning and resource sharing of semiconductor research centers, an overview of the patent pool program and cooperation opportunities, and the establishment of an international network of industry-academia resources, among other topics, which will be discussed in depth.

The forum also invited Mr. Seiji Hanawa, Director of the Taiwan-Japan Exchange Promotion Office, Mr. Juno Kuramoi, President of the Kyushu Economic Federation, Mr. Takashi Hattori, Deputy Representative of the Taipei Office of the Japan-Taiwan Exchange Association, Mr. Hsu Tseng-ru, Director of the Department of Industry and Parks of the National Science Council, Mr. Tsung-chuen Chen, Director of the Administration Bureau of the Hsinchu Science Park, Mr. Yung-chang Wang, Director of the Taiwan Science Park Science Industry Association, as well as scholars from Hokkaido University, Tohoku University, and Kyushu University to participate in the event. Hokkaido University, Tohoku University, Kyushu University and other scholars attended.

Lin Qihong said that Yang Ming Jiaotong University is committed to building partnerships and creating lasting impact. This forum is an important milestone in promoting cross-border cooperation, and both Taiwan and Japan will address global challenges through co-creativity, excellence in research and entrepreneurship.
